Summary of Czech Republic response to CIG 9/03
The Czech Republic is opposed to a single legislative council and would prefer each Council formation to work in its public legislative function as well as carrying out other activities. The public legislative function should cover all laws and framework laws.
The individual Council formations should be laid down by unanimous decision of the European Council.

As far as the Presidency of the Council of Ministers is concerned, the Czech Republic is of the opinion that only the Foreign Affairs Council should have a fixed presidency. All the other Council formations should have a team presidency system of rotation. Each team presidency should comprise three member states, and the term of presidency should be 18 months. The committees and working parties subordinate to a particular Council should automatically be chaired by the member state holding the presidency of that particular Council. Other external relations working parties should be chaired by the representatives of the member state which at that point is chairing the General Affairs Council and COREPER I and II.
