Summary of Bulgarian response to CIG 9/03
Bulgaria does not oppose the creation of a single Legislative Council, but slightly prefers the legislative functions to be dedicated to each Council formation.
The decisions on the list of Council formations should be taken unanimously by the European Council.

For the Council formations, Bulgaria prefers the rotation system, but also envisages team presidencies as an option, although further clarifications on this point are essential. For the team presidencies, Bulgaria makes the following propositions: the team might include three member states and its composition should be fixed with due regard to the principle of equal rotation. The committees and working parties subordinate to a particular Council will not necessarily be chaired by the member holding the Presidency, the chairman of each committee should instead be elected on the basis of his/her competencies. Finally, the member state chairing the General Affairs Council should chair COREPER as well.
