This document [06/10 CIG 3/03 Declaration of Rome] deals with 6 points adopted by the participants in the Intergovernmental Conference.
The most substantial points (numbers 3 and 4) make a commitment to conclude the negotiations on the basis of the Convention's draft Treaty well in advance of the elections to the European Parliament in June 2004.
