Russia may recognise Georgian rebel states

The Russian upper house is ready to recognise breakaway Georgian regions Abkhazia and South Ossetia as independent states "if there is a relevant decision of the president of Russia," upper house chairman, Sergey Mironov, said on Wednesday, Interfax reports.

EU to give extra cash to Palestine

The EU has allocated an extra €40 million in aid to help the Palestinian authority to "conduct its business," on top of €440 million pledged at a donors conference in Paris last year. A European Commission spokesman urged other Paris donors to speed up payment of promised funds.

EU-funded science research may go online

Brussels on Wednesday launched a pilot project to see if scientific research drawing on the EU's €7 billion a year research grant budget should be contractually obliged to make findings public on the internet six to 12 months after initial publication in science journals.

Poland and US sign missile deal

US secretary of state Rice and Polish FM Sikorski formally signed a missile defence deal in Warsaw on Wednesday morning, angering Russia. The New York Times reports some Democratic congressmen are questioning if the deal is good value for money, however.

NATO ships in Black Sea not linked to Georgia

A Russian announcement that US, Polish and Canadian warships are sailing for the Black Sea neglects to say the move was ordered "months ago" as part of NATO's anti-smuggling operation, "Active Endeavour," in which Russia has also taken part, NATO "sources" told Gazeta Wyborcza.

France shocked by Algeria bombing

The French EU presidency - a former colonial power in Algeria - has backed Algiers after a suicide bomber killed 43 people on Tuesday. "The presidency reaffirms its support to Algerian authorities in its fight against terrorism and stands alongside Algeria in these tragic circumstances," it said.
